"All of the providers that are part of the competition are progressing exceptionally well, and Gate 1 just came to a closure," Gen. Michael Guetlein told an audience at the Army Space and Missile Defense conference in Huntsville, Ala., on Aug. 11, 2026.
Gate 1 closure and the four-gate test framework
Gen. Michael Guetlein, the Pentagon's Golden Dome czar, said the 12 contenders for future space-based interceptor (SBI) development contracts have passed the first of four milestones in the Space Force's demonstration effort. The program uses a four‑gate structure designed by Space Systems Command (SSC) as part of an unusual prize-based competition. Guetlein laid out the gates in his remarks: "Gate 1 is to get the design in place and do component level testing. Gate 2 is to build a capability that can go into outer space. Gate 3 is to prove that that capability works in outer space. Gate 4 is to prove that the capability actually works as part of the broader Golden Dome architecture."
Budget, contracts and the competitor field
The Department of Defense has allocated $3.2 billion to the SBI development effort. The Space Force announced 12 competing firms in April, which between them received 20 contracts for the demonstration competition. The arrangement requires industry competitors to self-fund prototype development and demonstrations in the expectation of winning relatively small prizes at each gate — an acquisition model SSC adapted for this effort.

The demonstration covers three distinct interceptor flavors aimed at countering ballistic and hypersonic missiles, nuclear and conventional. Guetlein and the program materials enumerate the mission sets exactly as:
- boost-phase endo-atmospheric interceptors for hitting incoming missiles within the Earth’s atmosphere shortly after launch;
- exo-atmospheric interceptors, to knock them down a little later after they have left the atmosphere; and,
- mid-course interceptors, designed to strike when the adversary missiles are partially through their flight path.
Space Systems Command, the PAE and the prize-based model
Guetlein credited novel thinking by SSC's portfolio acquisition executive (PAE) with accelerating the program. Col. Bryon McClain currently serves as acting PAE Space Combat Power, the office managing the SBI effort, and is reported to have "built a prize-based competition that did not exist before, and is changing the way we get after that capability." Under that model, industry bears upfront costs to develop and demonstrate prototypes, with prize payouts tied to successful passage of gates rather than traditional sole-source procurement rolls.
Guetlein emphasized the program office has not yet placed operational requests for production capabilities. "We will not do so until after the contenders prove through the prize-based competition that those capabilities … are effective, but more importantly, that they're scalable and affordable," he said. Only after companies clear all four gates will the Pentagon decide whether a move to production is warranted based on affordability and scalability.
Timeline tensions: flight tests, initial capability, and the prize blueprint
Guetlein declined to comment on precise test schedules or whether upcoming demonstrations will involve live or simulated intercepts, directing such questions to SSC; Breaking Defense reported SSC did not respond to an inquiry by press time. External reporting referenced in the session, however, noted a range of dates: a Bloomberg report dated Aug. 7, 2026, said the first interceptor flight tests will take place next year and continue into 2028. The Space Force has stated an intention to demonstrate an "initial capability" for SBIs in 2028, while the prize program blueprint reportedly scheduled actual intercept demonstrations for June 2029. Those different markers — Bloomberg's test window, the Space Force's 2028 initial capability intent, and the prize blueprint's June 2029 intercept demonstrations — leave multiple near-term milestones for the program to align against as Gates 2–4 unfold.

Which of the competing schedules and thresholds ultimately governs the program — SSC's prize roadmap, the Space Force's 2028 initial-capability aim, or the Bloomberg-reported flight-test window — is now the central, unanswered question on the program's short-term horizon.
