Scope and price: a €15.6 billion program to expand IRIS2
European officials have approved a rollout plan for IRIS2, the EU’s satellite constellation intended as a broadband communications network comparable to SpaceX’s Starlink, with a program value in excess of €15.6 billion (about $18 billion). The plan adds 66 low Earth orbit (LEO) satellites “to the hundreds already envisioned,” and the commission described the decision as one that will “strengthen capabilities” for defense, security and emergency services.
The commission’s statement quantified the impact on governmental capacity: the move will “increase secure governmental capacity” by 60 percent inside the EU and by 54 percent globally. The commission also said it has finalized advanced constellation design, preparations for satellite construction and secure ground infrastructure, as well as launch-service procurement and a gradual deployment of operational connectivity services from 2029 onwards.
Constellation architecture and deployment timeline
The European Commission’s public description sets the multi-satellite constellation at 348 satellites in total: 330 LEO satellites and 18 medium Earth orbit (MEO) units. The first satellite launches are slated for 2029, per HispaSat, and operational connectivity services are expected to be rolled out gradually from 2029 onwards.
Separately, HispaSat — part of Spain’s Indra Group — described plans for a very low Earth orbit (vLEO) layer that it said would operate at altitudes below 75 kilometers (466 miles). The commission’s statement, however, references only the 348-satellite split (330 LEO, 18 MEO) and does not mention a vLEO layer.

HispaSat said it has been selected as the prime contractor for the ground portion of IRIS2. The company said the budget for the ground-related segment is valued at €1.6 billion (about $1.85 billion) and covers antenna infrastructure, control systems and land-based network connectivity across the whole IRIS2 constellation.
HispaSat noted that the agreement includes “all the facilities necessary for the management and operation of the constellation’s various orbital layers, as well as the interconnection with ground networks, which will be located in multiple sites.” Indra will be the first Spanish company to take charge of a consortium involved in a major European space-based project, the company added.
SpaceRise consortium and the concession framework
The rollout decision is tied to an implementation agreement with the SpaceRise consortium, which comprises operators Eutelsat (France), HispaSat (Spain) and SES (Luxembourg). The commission and SpaceRise previously signed a 12-year concession contract to found a public-private partnership intended “to enable both governmental and commercial connectivity services by 2030.”
The arrangement positions IRIS2 as one pillar of Europe’s space strategy, alongside the Copernicus Earth-observation program and the Galileo global navigation satellite system.
What this means for policymakers, defense and network operators
- Policymakers and regulators: The commission’s figures — a €15.6 billion-plus program, a 12-year concession and service deployment beginning in 2029 — set concrete financial, contractual and calendar markers that will drive procurement oversight, implementation agreements and intergovernmental coordination as the public-private partnership moves toward operations by 2030.
- Defense, security and emergency services: The commission framed the expansion as strengthening capabilities for those users and quantified an increase in “secure governmental capacity” of 60 percent within the EU and 54 percent globally, signaling that these user communities are explicit targets for the system’s capabilities and that procurement and integration planning for those services will be an immediate task.
- Network operators and technologists (Eutelsat, HispaSat, SES): The SpaceRise consortium’s central role and HispaSat’s €1.6 billion ground-segment contract put these companies at the center of IRIS2’s engineering and deployment workstreams — from antenna and control systems to site selection for global ground-network interconnection. The discrepancy between HispaSat’s mention of a vLEO layer and the commission’s 348-satellite description is a technical and programmatic detail those teams will have to reconcile during implementation.
IRIS2 now moves from strategic concept toward industrial execution: a multi-billion-euro purchase, a named ground prime contractor, a three-hundred-plus satellite architecture and a 12-year concession that sets a commercial-governmental partnership goal for service delivery by 2030. The immediate practical milestones — final implementation agreements, launch contracts and the first scheduled 2029 launches — will determine whether this plan becomes an operational answer to the capabilities the commission says Europe needs.
