US Navy Expands 'Doomsday Plane' Fleet with New E-130Js

31 E-130J Phoenix II aircraft — nearly double the current fleet of 16 E-6B Mercuries — are planned by the U.S. Navy to carry the Take Charge And Move Out (TACAMO) mission, according to a Pentagon report dated April 21, 2026.

Acquisition plan and cost figures from the April MSAR

The Navy’s Modernized Selected Acquisition Report (MSAR) for the E-130J, produced as part of work on the Fiscal Year 2027 budget, lists a planned buy of 31 aircraft: six pre‑production E-130Js and 25 production examples. The MSAR says the Program Acquisition Unit Cost (PAUC) for all 31 aircraft was $732.8 million apiece as of April, while the Average Procurement Unit Cost (APUC) for the 25 production examples was $360.9 million each. Those figures are modestly lower than earlier baselines — the MSAR says the PAUC and APUC are down by 3.29 and 2.64 percent, respectively, from December 2024 estimates.

The Navy previously disclosed only that it would buy six development aircraft and that the initial low‑rate production (LRIP) run would comprise three to six additional planes. Whether some or all pre‑production Phoenix IIs will eventually serve operationally is unknown.

TACAMO mission defined, and what the E-130J will (and will not) do

The TACAMO mission provides aerial command-and-control support for nuclear ballistic missile submarines, including “the ability to send them orders to launch strikes while they are submerged,” the MSAR notes. Platforms performing this role are commonly called “doomsday planes.” Each E-6B currently has the ability to reel out a five‑mile‑long antenna to communicate with submerged submarines; the MSAR says the E-130J will have a very similar, if not identical, antenna system. Hardening against electromagnetic pulses (EMP) is specified as another key requirement for these aircraft.

Importantly, the MSAR and reporting make clear that the Phoenix II is planned to support the TACAMO mission only. The existing E-6B Mercury fleet also supports the Air Force’s Airborne Command Post (ABNCP), better known as Looking Glass, and is equipped to initiate the launch of Minuteman III ICBMs while in flight. The E-130J is not currently set to assume the ABNCP/Looking Glass mission; the Air Force remains in early stages acquiring Looking Glass‑Next (LG‑N).

Program status milestones and a classified operational‑availability risk

The April MSAR states the “program is on track and executing to the APB [Acquisition Program Baseline].” It lists a sequence of milestone activities: an Integrated Baseline Review conducted September 23–26, 2025 and formally closed February 24, 2026; a Preliminary Design Review for the first test aircraft configuration conducted March 31–April 1, 2026; and a full system PDR planned for July 2026. The first C-130J-30 airframe destined for conversion into a pre‑production E-130J was rolled out in 2025.

But the report also lists a risk associated with “Operational Availability,” and says “additional details can be found at the classified level.” The MSAR adds that “Program Protection is governed by stringent, continuously enforced plans addressing all Technology Security and Foreign Disclosure (TS&FD) elements, including Supply Chain Assurance and robust Information Assurance.”

GAO’s technical concerns and integration realities

The MSAR’s caution is consistent with Government Accountability Office findings. A June 2025 GAO report warned that “The C-130J aircraft – selected 4 years before E-130J’s development start – may not meet operational availability requirements,” and highlighted integration complexity and associated manufacturing challenges. A July 2026 GAO report said the Navy “acknowledges technical risk” and reiterated that a September 2024 independent technical risk assessment had anticipated integration complexity would grow with additional technologies.

GAO noted the program delayed its LRIP decision by roughly a year as “these system integration risks have morphed into realities.” The July 2026 report added a concrete example: contractors are now focused on modifying already‑existing mission systems to reduce weight to accommodate them on the C-130J-30 airframe. The Navy has also identified “risk reduction contracts with subcontractors to address obsolescence and size, weight, and power‑cooling risks.”

Operational tradeoffs: C-130J-30 conversions versus the E-6B Mercury

The E-130J Phoenix II is being converted from a C-130J-30 Hercules turboprop airframe; the E-6B Mercury is based on the larger, jet‑engined Boeing 707. TWZ’s reporting has noted tradeoffs: the C-130J-30 “won’t have the base speed and altitude capabilities of an airliner‑sized multi‑engine jet,” which can affect how quickly aircraft get on station and their ability to fly above weather or establish line of sight for communications. Conversely, the C-130J‑30 “opens up the ability to use a larger number of air bases, airports, and airfields, including austere ones that the E-6B cannot operate from,” a flexibility the Navy has highlighted.

The Navy must keep aging E-6Bs flying until the Phoenix II transition is complete. The service has used a contractor‑owned, government‑operated Boeing 737NG for pilot training after an abortive plan to convert an ex‑Royal Air Force E‑3D Sentry into a TE‑6B trainer halted last year. The MSAR sets an earliest start of June 2033 for initial operational test and evaluation (IOT&E) — a distant milestone that underscores the long timeline for declaring new operational capability.

What this means for the Navy, the Air Force, and the GAO

  • The Navy: will phase out E-6Bs only as E-130Js enter service and has positioned program protection and risk‑reduction contracts as central mitigations; it describes confidence in executing the acquisition baseline while acknowledging classified operational‑availability issues.
  • The Air Force: remains in early acquisition stages for Looking Glass‑Next (LG‑N) and has not assigned the ABNCP mission to the E-130J; decisions about leveraging other “doomsday plane” platforms remain open.
  • The GAO: will continue to monitor integration, weight, and manufacturing risks — and has already documented the consequences in its June 2025 and July 2026 reports, including a roughly one‑year LRIP delay tied to those risks.

The April MSAR shows a program with concrete numbers, scheduled design milestones, and explicit cost estimates — but also with acknowledged technical and operational risks, classified details, and a program timeline that stretches into the next decade. The Navy is pressing ahead with a plan that would nearly double the number of aircraft dedicated to TACAMO, while leaving other nuclear command roles to separate modernization efforts.
