Israel Bolsters Cyprus Navy with Advanced Patrol Vessel, Systems Upgrade

"Israel will supply Cyprus with a new patrol vessel built by Israel Shipyards and fitted with a range of Rafael naval systems," Israel's Ministry of Defense said in a statement on Oct. 26.

Israel’s Ministry of Defense: the deal and its stated purpose

The Israeli Ministry of Defense announced on Oct. 26 that Israel has signed an agreement to provide Cyprus with a new offshore patrol vessel (OPV) built by Israel Shipyards and equipped with unspecified "advanced naval systems" from Rafael Advanced Defense Systems. The statement said that, "in parallel, the systems aboard Cyprus's existing Israel Shipyards-built patrol vessel will be upgraded." According to the MoD, the two ships — the new OPV alongside the upgraded vessel — "will support expanded patrol, surveillance, and search-and-rescue missions" and by doing so will deepen the bilateral partnership and "reaffirm their commitment to regional stability."

Upgrading the Commodore Andreas Ioannides

Israel previously delivered a 62‑meter offshore patrol vessel to Cyprus in 2018, the Commodore Andreas Ioannides. The Oct. 26 MoD statement explicitly named that vessel — referred to in the agreement as IOANNIDES — as receiving an upgrade under the new deal. The statement did not list the technical details of the upgrade for IOANNIDES, nor did it provide a delivery schedule or dollar amount for either the new OPV or the refit.

Rafael systems mentioned and media speculation

The MoD statement did not specify which Rafael systems will be fitted. Cypriot media have speculated that the upgrades could include a naval version of Rafael's Spike missile family, the Spike NLOS. Reporting also pointed to precedent: Israel's Sa'ar 6 corvette carries Rafael's Typhoon gun and the naval variant of the Iron Dome air defense system, C‑Dome, making those systems other options that commentators have identified as possible inclusions. Breaking Defense sought comment from the Israeli MoD and Rafael about system specifics, purchase price and delivery dates, but neither had responded by press time.

Cyprus's existing Israeli systems and procurement history

The new agreement follows a string of Israeli systems already in Cypriot service. The Cypriot National Guard operates Rafael's Spike LR2 anti‑tank missile system and Israel Aerospace Industries' Barak MX air defense system. Reports in 2022 indicated that Cyprus was looking to acquire Israel's Iron Dome system made by Rafael. Separately, an Oct. 20 report in the Cyprus Mail estimated the value of the new patrol vessel deal at €150 million (about $167.7 million), a figure not confirmed by the Israeli MoD.

Regional context: Greece ties and eastern Mediterranean disputes

The agreement with Cyprus comes as Israel has been deepening security ties in the eastern Mediterranean. In August, Israel and Greece signed the multi‑billion‑dollar Achilles Shield deal to supply Greece with Israeli air defense systems; the two countries also conducted a joint naval drill in the eastern Mediterranean on Sunday, the Breaking Defense report said. These developments arrive against the backdrop of a controversial maritime‑boundary deal between Libya and Turkey that was announced days earlier; Israel, Greece and Cyprus were among the nations that opposed that Libya‑Turkey arrangement.

What this means for the Cyprus Naval Command, Israel, and Greece

  • Cyprus Naval Command: The Cypriot defense ministry framed the acquisition and upgrades as an "important step" to strengthen the Naval Command and to enhance "its capacity to respond to maritime security challenges," specifically naming patrol, surveillance and search‑and‑rescue missions.
  • Israel: For Israel, the transaction represents another concrete export and cooperative effort with a neighboring Mediterranean state, building on prior shipbuilding deliveries and defense sales to Cyprus and to Greece, including the Sa'ar 6 equipment profile and the Achilles Shield agreement with Greece.
  • Greece: Greece's recent procurement and naval cooperation with Israel — the Achilles Shield deal and recent joint naval drills — situates the Cyprus transaction within a cluster of eastern Mediterranean defense alignments described in the report.

The deal announced on Oct. 26 clearly moves Cyprus toward expanded maritime capability, but several concrete details remain public questions: the purchase price was not disclosed by the Israeli Ministry of Defense; neither the specific Rafael systems nor the delivery timetable were named; and Rafael and the MoD did not respond to requests for comment. Cyprus Defense Minister Vasilis Palmas had told the Cyprus Mail days earlier that the country would be acquiring a second patrol vessel, and the Cyprus Mail estimated the value at €150 million. For now, the MoD's language frames the agreement as strengthening bilateral ties and supporting regional stability while leaving the technical and commercial specifics to be disclosed at a later date.
