The release did not specify what STR or the third, unnamed company will deliver for the AMTI mission. Defense officials withheld the name of the third firm from the press release for “operational security.” The use of firm-fixed-price other-transaction-authority agreements signals a commercial-style contracting approach intended to accelerate development, but the exact technical approaches these companies will pursue were not disclosed in the announcement.
SpaceX’s dominant contract and the company’s response
SpaceX’s $4.16 billion award, announced earlier, remains the single largest contract for space-based AMTI. SpaceX executives acknowledged the newcomers in public comments: Gwynne Shotwell, the company’s president and CEO, said the additional awards can be “looked at as tranches and beginnings of additional capability that we will bring online, some of which we will have to compete.” Shotwell added that SpaceX “has the contracts in place to fulfill many phenomenologies, both the ones we’ve recently announced as well as additional ones that we’ll be working on going forward.”

By pursuing multiple technical approaches — flat satellites in constellations, other undisclosed designs from STR and the unnamed firm, and a large SpaceX-led effort — the Space Force says it intends to mature competing solutions now so it can “guarantee we are fielding the absolute best technology available,” in Col. Frazier’s words.
The record in the public announcement leaves a clear, concrete question: which of these varied architectures will deliver the survivable, space-based AMTI capability that the services now prioritize after the E-3 Sentry incident? The answer will depend on the performance of the Flatellites and the other undisclosed approaches now funded to compete, and on how the larger SpaceX program progresses under its $4.16 billion award.
