US Space Command Outlines Key Tech Needs to Counter Adversarial Advances

In his final address as the head of U.S. Space Command, Gen. Stephen Whiting presented what he called an Integrated Priorities List for 2029–2033. "This isn’t just a wishlist. It’s a clear demand signal to several audiences describing the warfighting capabilities we need to meet our mission," he said, and then named five items he views as essential:

  • Integrated space fires — offensive and defensive, kinetic and non‑kinetic capabilities to establish and restore space superiority.
  • Counter-pLEO technology — tools to counter proliferated low‑Earth‑orbit constellations.
  • Joint, integrated space command and control — enhanced machine‑to‑machine connectivity for battle management on tactically relevant timelines.
  • Dedicated space domain awareness for space engagements — a target‑quality track mindset across space operations.
  • Sustained space maneuver — satellites that can be refueled or otherwise serviced to extend operational life and enable maneuvers.

Integrated space fires: "We fight to win wars"

Whiting emphasized that Space Command is a combatant command with a warfighting mission. "We’re a combatant command and we fight to win wars," he said, arguing that credible deterrence in space requires "acknowledged, kinetic and non‑kinetic fires." The implication is that the U.S. needs offensive and defensive tools that are understood by adversaries as capable and employable — not only passive resilience or passive denial.

That framing ties the command’s technical requests to a doctrinal posture: space assets must be able to impose effects, not merely survive adversary attacks.

Countering proliferated LEO and sustaining maneuverability

Whiting singled out proliferated LEO (pLEO) constellations as a growing operational challenge. Citing a Space Force fact sheet, he noted that "as of last month, China has launched 200 G60 and 168 SatNet communications satellites as it builds a pair of 'mega constellations...to compete with Western proliferated LEO (pLEO) architectures.'" He warned that such architectures could "find, fix, track, and target" U.S. forces unless countered.

Sustained space maneuver — the ability to refuel and service satellites on orbit — is the companion need. Whiting said current satellites are "limited by the fuel they launch with," creating a "psychology of scarcity" that discourages maneuvers. He pointed to on‑orbit servicing demonstrations abroad: the Space Force reported that in March a Chinese commercial satellite used a flexible robotic arm to demonstrate on‑orbit servicing, refueling, and debris removal. For Whiting, refuelable, serviceable platforms are necessary for satellites to "actively avoid threats and maneuver to gain a position of advantage."

Command and control, and 'target‑quality track' domain awareness

Two linked technical needs underline Whiting’s list: faster, more automated command and control, and domain awareness tailored to engagement. "We must enhance machine‑to‑machine connectivity to support decision‑making and battle management of this global space fight on tactically relevant timelines," he said, calling for joint, integrated space C2 that can operate at the speed of conflict.

On sensing and tracking, Whiting argued that space domain awareness must move beyond missile defense-style tracking to a broader engagement posture. "We must adopt a 'target‑quality track' mindset to everything we do in space, just like the missile defense community has done for decades," he said — a call for sensor fidelity, persistent tracks, and data quality that support weapons employment as well as warning.

What this means for the Joint Force, military industry, and China

  • The Joint Force: If adopted, Whiting’s priorities aim to make space assets behave more like other combat platforms — "shoot, move, and communicate" — enabling commanders across services to employ space systems directly in theater operations.

Gen. Whiting closed by reiterating a simple operational imperative: "Our space assets need to shoot, move, and communicate just like the rest of the Joint Force." He described space that fights and undercuts adversary options as the objective. The final, practical question his list leaves on the table is straightforward and concrete: will the Integrated Priorities List for 2029–2033 be resourced and fielded in time to counter proliferated constellations, provide target‑quality tracks, and deliver refuelable satellites capable of changing the tactical calculus in orbit?
