US Military Must Merge Missile Warning and Defense Systems

"So really, the distinction between missile warning is almost obsolete at this point," Lt. Gen. Rick Zellman told a panel at the Space and Missile Defense Symposium in Huntsville, Alabama. His blunt line framed the central argument: evolving missile technology — from maneuvering reentry vehicles to integrated one-way attack systems — is forcing U.S. military space and missile-defense organizations to rethink how they sense, share and act on missile-related data.

Lt. Gen. Rick Zellman, deputy commander of U.S. Space Command (SPACECOM), told the SMD audience that traditional separations between missile warning and missile defense are no longer adequate. He described a historical model in which "missile warning" detected launches and alerted defenders, while missile defense systems sought greater track fidelity to engage. Today, he said, "everything is maneuvering. Everything is complex, and so we can’t provide warning without providing a lot more observations on these missiles."

That shift, Zellman argued, drives a new operational vocabulary: missile tracking. The implication is clear in his words: tracking must encompass longer, higher-fidelity observation throughout threat flight profiles so that defenders can transition from simple alerting to engagement-quality tracks.

Space Development Agency and Missile Defense Agency: complementary roles

Zellman pointed to two concrete partners for achieving fused warning and defense: the Space Development Agency (SDA) and the Missile Defense Agency (MDA). He said the SDA "is developing a number of missile-tracking satellites as part of their tranches that they’re launching," and that the MDA has "a long history of integrating battle management."

Combined, those capabilities — SDA's expanding space-based sensing and MDA's battle-management work — are, in Zellman's view, essential for taking "separate disparate stovepipe information and bring[ing] it together" under SPACECOM's operating concept.

Decision speed, automation and the move from MITL to MOTL

Zellman emphasized that fusing sensor feeds and achieving actionable tracks will demand faster decision cycles. He framed the question of human involvement explicitly: the force may need to shift "more than man-in-the-loop [MITL], and maybe a man on the loop [MOTL] situation." He tied this adjustment to expanding use of automation and artificial intelligence: "AI is becoming a large part of making that possible in an increasingly successful way."

The practical payoff, he said, is enabling "our layered defenses — whether that’s coming from a THAAD, or a Patriot, or directed energy, or SM-3, or space-based interceptors in the future — all that is going to be dependent on our decision speed."

SPACECOM as global sensor manager and multi-mission sensing

Asserting one of SPACECOM's unified command plan responsibilities, Zellman described the command as "a global sensor manager." He stated plainly: "We don’t use sensors dedicated to a single mission" and argued for dynamically tasking sensors so their "goodness" supports space domain awareness, missile warning, and missile defense alike.

He cited systems such as the Space Based Space Surveillance (SBSS) satellite, which "operates around the clock collecting metric and Space Object Identification data" from its 390-mile-altitude orbit, and modernized radars that can provide space domain awareness, detect missile launches, and eventually "provide essentially a track so that we can shoot an interceptor at it and kill it." The emphasis was on multi-mission utility and on pulling needed data into a single data location so operators can "pull the information we need for the mission we have at hand."

What this means for the Space Development Agency, Missile Defense Agency, and joint warfighters

  • Space Development Agency: SDA will continue to field missile-tracking satellites as part of its tranche launches — providing space-based observation that Zellman identified as central to improved tracking.
  • Missile Defense Agency: MDA’s "long history of integrating battle management" positions it to fold new space-based tracks into layered engagement chains and to shape the decision-support tools that defenders will need.
  • Joint warfighters and commands: SPACECOM’s approach to dynamically tasking sensors and prioritizing missions "to support multiple commands around the globe" means warfighters will increasingly rely on fused, rapidly delivered tracks and possibly more automated decision aids to execute layered defenses.

Zellman also warned that threats are not confined to high-end, state-scale missiles. He referenced "the low end on Epic Fury" and described how the "democratization of space" and commercial intelligence, surveillance and reconnaissance "has created what many call essentially a transparent battlefield." Coupled with commercial positioning and over-the-horizon communications, he said, that transparency can enable "a pretty lethal asymmetric weapon system" for adversaries.

SPACECOM’s prescription, as conveyed at SMD, is therefore threefold: expand space-based tracking, integrate that tracking into MDA-style battle management, and accelerate decision rhythms through automation and dynamic sensor tasking. The concrete near-term hinge points Zellman named are the SDA tranches being launched and the MDA’s integration work — the pieces he described as necessary to turn warning into a continuous, engagement-quality tracking capability.

Will the SDA launches and MDA battle-management integration mature quickly enough to deliver the fused, decision-speed-driven tracking Zellman described? That is the practical question left by his assessment, and one the U.S. commands and agencies he named will need to answer in the months and years ahead.
