Australia, Japan Unveil Joint High-Energy Laser Capability

Project Boobook: a trilateral development between DSTG, MEA and MELCO

The system, called Project Boobook after an Australian species of owl, is the result of a collaborative effort between Australia’s Defence Science and Technology Group (DSTG), Mitsubishi Electric Australia (MEA) and Mitsubishi Electric Corporation (MELCO), according to the Australian release. The release characterized the work as the first joint development between the defense industries of both countries. The dates of the field trials were not specified in the release.

What Australian officials say the laser can do

The government release said, "The laser system draws on more than 20 years of research and development by DSTG to deliver a cutting-edge technology with the potential to enhance surveillance capability." Australian defense minister Richard Marles, speaking at a joint press conference with his Japanese counterpart Shinjiro Koizumi, described Project Boobook as "about an enhanced laser capability that can be put on land combat platforms as well as littoral platforms, which gives greater protection and situational awareness by using lasers to optically detect incoming threats." The release and accompanying statements did not disclose the laser’s power output or other technical parameters.

Mitsubishi Electric Australia’s A$70 million investment in Rydalmere

Mitsubishi Electric Australia will invest 70 million Australian dollars — cited in the release as equal to 49.8 million U.S. dollars — to establish new facilities in preparation for large-scale manufacturing within Australia. The new facility will be located at Rydalmere in the western suburbs of Sydney and, according to the release, will support "future manufacturing opportunities in Australia and strengthening access to advanced Mitsubishi Electric defence technologies for the Australian Defence Force into the future."

Conroy framed the investment as industrial and workforce development: he said the Rydalmere facility "is a strong vote of confidence in Australia’s defence industrial future and will support new opportunities for advanced manufacturing, technology transfer and workforce growth."

Missile-range cooperation and hypersonic testing discussions

Beyond the laser trials, Marles said Australia will "accelerate discussions with providing Japan with enhanced access to its missile ranges over the next decade for testing various missiles, including hypersonic weapons." Marles added, "If the Japan Self-Defense Forces are able to conduct test launches of stand-off missiles, such as hypersonic missiles, in Australia, it would be a groundbreaking development, second only to similar cooperation with the United States," remarks reported at the joint press conference.

The release noted that Japan has previously launched surface-to-air and anti-ship missiles in Australia while participating in joint exercises, but it said Japan has not used Australian territory "as part of testing missiles that are under development."
