The first Trump class battleship carries an estimated price tag of $17 billion and is not expected to enter service until 2036 — facts that frame a sharp disagreement between Congress and the White House over whether new contractual work should be paused until certain weapon systems prove “sufficiently mature.”
OMB: support for the 18-ship authorization, opposition to Section 131
On July 21, the White House’s Office of Management and Budget (OMB) published a Statement of Administration Policy on H.R. 8800, the House version of the Fiscal Year 2027 National Defense Authorization Act. OMB wrote: “The Administration appreciates that H.R. 8800 would provide authorization of the 18 ships requested in the Budget. These ships are a direct commitment to restoring America’s maritime dominance and maritime industrial base.” The statement also said the administration “appreciates the bill’s support of the Battleship program by fully authorizing the $1 billion in advance procurement necessary to accelerate the delivery to the Fleet.”
At the same time, OMB “opposes the bill’s excessive reporting requirements in section 131 regarding the Administration’s priority Battleship program,” and added: “The Administration strongly opposes any reporting requirements that delay the Battleship program without supporting national security requirements.” USNI News reported the same day that OMB had been pressing members of Congress to include funding to start work on the first Trump class battleship in a proposed Continuing Resolution should a budget deal not be reached by September 30.
Section 131: certification requirement that pauses lead-ship contracting
Section 131 of H.R. 8800 constrains contracting for the lead ship. At the time of writing, it reads, in full: “The Secretary of the Navy may not enter into a contract or other agreement that includes a scope of work for the construction of the lead ship of the Battleship program until the date on which the Secretary certifies to the congressional defense committees that the weapon systems planned for inclusion in such lead ship are at a sufficiently mature technology readiness level.”
The provision does not name particular weapons nor define what level of maturity would be “sufficient.” Congressional leaders have separately asked the Secretary of the Navy for a report, due no later than March 1, 2027, detailing steps to ensure the battleship program will not worsen construction delays already affecting aircraft carriers and submarines.
Weapons and technology readiness: railgun, lasers, and IRCPS
The Navy’s publicly described Trump class design is a 35,000‑ton displacement nuclear-powered warship equipped for both nuclear and conventional missiles — including hypersonic types — fired from very large Vertical Launch System (VLS) arrays, an electromagnetic railgun, a pair of 5‑inch guns, “various laser directed energy weapons,” and close‑in defensive systems. An annotated graphic noted in reporting flagged a likely typo — “28 Mk 41 VLS” — while other Navy information says the ships will have 128 such cells.
Technical maturity questions are central to Section 131. The railgun in particular carries a fraught history: the Navy ran an active railgun effort between 2005 and 2021, shelved that program after repeated delays and technical hurdles, and placed the prototype in storage at White Sands Missile Range (WSMR). Reporting later noted new testing at WSMR in February 2025, but whether the Navy will revive the prior prototype or pursue a new design is unclear.
Directed energy weapons are also a leap: the Trump class plans call for a 300‑kilowatt‑class laser, far larger than current fleet installations. The Navy has fielded the Optical Dazzling Interdictor, Navy (ODIN) on eight Arleigh Burke destroyers and the High Energy Laser with Integrated Optical-dazzler and Surveillance (HELIOS) — a 60‑kilowatt design on one destroyer with discussion of scaling to 150 kilowatts — but nothing at the 300‑kilowatt class has been integrated to date.
Hypersonics remain under development too: the Intermediate Range Conventional Prompt Strike (IRCPS) hypersonic missile, slated for a first at-sea launch from the USS Zumwalt “next year,” is a joint Navy‑Army effort; the Army’s land version is called Dark Eagle.
Industrial capacity: two shipyards, one reactor supplier, and competing programs
Congressional concern about industrial strain is acute. The Navy has identified only two U.S. shipyards qualified to build nuclear‑powered vessels and only one supplier of naval reactors. Today the Navy operates nuclear aircraft carriers and submarines; it has not operated a nuclear‑powered surface combatant in decades, nor built one in the United States for even longer.
The program’s scale and timing amplify the risk. The lead ship — to be named USS Defiant — is priced at roughly $17 billion and the Navy plans to order 14 more between Fiscal Years 2029 and 2055. This demand would come while third, fourth, and fifth Ford class carriers — the future USS Enterprise (CVN‑80), USS Doris Miller (CVN‑81), and USS William J. Clinton (CVN‑82) — are under construction and already have suffered delays, and while Virginia class and Columbia class submarine schedules face persistent pressure. Navy officials have warned there is little, if any, margin left in Columbia class delivery timelines, which the reporting identified as critical to avoiding a gap in that leg of the nuclear deterrent.
What this means for the House Armed Services Committee, the Navy, and U.S. shipbuilders
- House Armed Services Committee: The committee has used reporting requirements and a March 1, 2027, report request to press the Navy on industrial impacts and to try to layer program guardrails into H.R. 8800.
- The Navy: Confronted with Section 131 and OMB pushback, the service faces competing pressures — to move procurement forward (including potential advance procurement dollars) while proving that sophisticated, partly unproven systems can meet maturity thresholds without disrupting carrier and submarine schedules.
- U.S. shipbuilders and the naval nuclear enterprise: With only two qualified shipyards and one reactor supplier identified, shipbuilders will watch budget and contracting actions closely; inclusion of funding in a Continuing Resolution could change near‑term workload, while any congressional pause tied to technology readiness could affect long‑range planning and workforce allocation.
The immediate clash is procedural: OMB supports authorization and advance procurement but rejects reporting-driven pauses; Congress seeks certification that key systems are mature before contracting for a $17 billion lead ship. Both paths presuppose answers to the same technical and industrial questions — railgun viability, high‑power lasers at scale, hypersonic integration, and the capacity of nuclear shipbuilding — questions that will determine whether the Trump class becomes a spiraling program or a sustained shipbuilding line. The next visible milestones are the House‑Senate reconciliation of H.R. 8800, the administration’s budgetary moves before September 30, and the Navy’s response to the March 1, 2027 report deadline.
