"This plan will help keep Britain secure by strengthening our ability to launch satellites, detect threats and protect the services people rely on every day. At the same time, this plan will enable our excellent UK industry to seize the boundless opportunities of this new age in space, creating skilled jobs, driving growth and improving connectivity for all of us," BIST Secretary Jonathan Reynolds said in a prepared statement.
BIST, MoD and others marshal £7.8 billion across departments
The government has consolidated £7.8 billion of cross-departmental spending into a new space strategy that stretches to 2030. The document pulls activity together from the Department for Business, Innovation, Science and Trade (BIST), the Ministry of Defence (MoD), the Department for Transport, UK Research and Innovation, and the Met Office. The government values the domestic space sector at £18.6 billion and says it supports more than 55,000 skilled jobs.
Those consolidated sums are earmarked for a mix of civil and military capabilities: orbital safety, communications in low Earth orbit, space control and intelligence collection, launch and rocket programmes, in-orbit servicing and manufacturing, and space science and exploration.
Space domain awareness: ESA Vigil, the National Space Operations Centre and space weather
One clear priority in the package is space domain awareness — the tracking and analysis of satellites, rockets and debris. The strategy allocates £149 million to European Space Agency (ESA) space safety work, explicitly including the Vigil mission, alongside £85 million for the National Space Operations Centre (NSOC). Authorities say these funds will improve warnings of potential satellite collisions, hostile activity and solar storms, with the aim of protecting power, communications and navigation services on Earth.
Separately, the plan designates £9 million to strengthen space weather forecasting, a small but explicit line that sits alongside the investments aimed at collision and threat warnings.

The strategy identifies £2.8 billion for satellite connectivity, a sum that includes the Connectivity in Low Earth Orbit programme and the military's SKYNET communications system. The UK Space Agency's Connectivity in Low Earth Orbit (C-LEO) programme already has up to £160 million announced through March 2030 to support companies and researchers developing satellite communications technology.
At the same time, the government faces procurement headaches. The Skynet 6 programme to upgrade military satellite communications — a project costed at £8.35 billion — was given a red rating in July by the National Infrastructure and Service Transformation Authority (NISTA). The report said a red rating means "successful delivery of the project appears to be unachievable" in its current form. Confidence fell from last year's amber rating because department-wide recruitment and resourcing constraints had created workforce shortages, and because "sub-par supplier performance continues to delay delivery of the first SKYNET 6 satellite," the report said.
The new strategy signals an intent to adopt a single approach to buying and developing space technology, beginning with satellite communications, to steer more work toward British suppliers, accelerate delivery and secure better value for taxpayers.
Launch, in-orbit manufacturing, rockets and science: targeted bets
The plan backs launch and industrial capabilities with several targeted allocations. It places £148 million toward European rocket programmes, and earmarks up to £30 million for SaxaVord Spaceport in Shetland, subject to due diligence. The strategy also commits £40 million to technology for servicing, assembling and manufacturing equipment in orbit, a line the government says could enable repairs, debris removal and even the production of semiconductors or pharmaceuticals in space.
Science and exploration receive discrete sums as well: £163 million will go toward space science and exploration missions, including delivery of the UK-built Rosalind Franklin Mars rover; the package also includes £190 million for astronomy and space science research and £57 million to improve rail connectivity associated with these programmes.
What this means for technologists, policymakers, and the military
- Technologists and commercial providers: firms working on C-LEO, in-orbit servicing and launch stand to get direct funding opportunities (£160 million for C-LEO; £40 million for servicing; £148 million toward rockets) but will also face tighter procurement rules as the government moves to a single buying approach for satellite communications.
- Policymakers and procurement officials: the plan consolidates cross-departmental spending and promises a unified acquisition route — an explicit response to project-management concerns such as NISTA's red rating for Skynet 6 and the House of Lords critique of the previous strategy.
- The military and defence planners: the package includes £880 million during this Parliament for space control and space-based intelligence, surveillance and reconnaissance capabilities intended to track ground activity, identify potential attacks on satellites, and protect British assets in orbit, while the SKYNET programme's delivery risks remain a live operational issue.
The new document formally replaces the UK's 2021 National Space Strategy. That earlier plan had been criticised by a House of Lords report last year which said, "The UK space sector lacks the strategic direction necessary for success." The consolidated funding and clearer procurement intent mark a reset — but the red-rated Skynet 6, conditional payments such as the SaxaVord tranche, and the wide variety of modest, mission-specific allocations leave a central question: will this strategy turn investment into timely capability, or simply ring-fence money against the same delivery gaps the Lords and NISTA flagged?
