Getting the Foundation Right: Data Management for AI

A dedicated panel, "Getting the Foundation Right: Data Management for AI," will convene senior data and AI leaders to discuss approaches to data management, quality, governance, and accessibility. Hanna Price Kenner said the services face fragmented, siloed data across disparate networks and that there is no one-size-fits-all solution: "Because each agency and organization across the Intelligence Community and Department of War has different missions, data environments, and requirements, each one thinks about data differently."

Speakers intend to highlight strategies and infrastructure to make data safe, accessible, and trustworthy so organizations can effectively leverage and scale AI—addressing data quality, management, governance, and access as prerequisites for trustworthy decision support.

Department of War’s Artificial Intelligence Strategy and 'wartime speed'

The Department of War’s recently released Artificial Intelligence Strategy, issued earlier this year and discussed at the summit, prioritizes the development of an "AI-first warfighting force" and calls for commercial tech integration and rapid deployment across the services at what it describes as "wartime speed." Kenner and summit organizers frame that directive as a push to close the gap between commercial innovation and defense acquisition and deployment.

At the same time, Kenner identifies persistent institutional frictions: government acquisition policies and processes are repeatedly flagged as barriers. She argues modernization is necessary so agencies can iterate, test, and compare emerging technologies rapidly while maintaining standards for security, reliability, and performance.

Human-machine teaming, transparency, and operational risk

The summit will also tackle the operational balance between speed and oversight. Kenner described the goal as augmenting human decision-making—not replacing it—so Commanders and operators receive faster, better analysis and enhanced situational awareness without sacrificing accountability. She framed the challenge succinctly: "From the warfighter’s perspective, it’s hard to use technology you don’t trust."

Panelists will discuss human oversight, trust, and transparency in AI-enabled command and control environments, including CJADC2 initiatives, and how AI can improve sensor-to-shooter timelines and mission planning while preserving appropriate human judgement and responsibility.

Acquisition modernization, cybersecurity, and legacy systems

Kenner identifies three technical and institutional constraints that must be resolved to scale AI: outdated, unsecure legacy systems; cybersecurity concerns; and acquisition timelines and hurdles. She urged acquisition policies be modernized to encourage agility and iteration so emerging commercial capabilities can be tested and fielded against mission requirements, but with continued attention to security, reliability, and performance testing.

The summit is positioned as a forum to reconcile the competing pressures of speed and safeguarding—balancing rapid integration of generative AI, agentic AI, multimodal models, and autonomous systems with testing, human oversight, and protection against adversarial threats.
