Investigators uncovered a broad online presence across Snapchat, Telegram and Discord. Swaddle operated under usernames including “Epstein,” “Rugen” and “Moscow.” The NCA’s findings describe sustained, targeted contact with minors through those channels and subsequent pressure and threats that investigators say were used to coerce further images and videos.
Victim profile and examples of coercion
The NCA identified 117 female victims worldwide, all aged between 13 and 17, eight of whom were in the United Kingdom. The agency cited a specific case in which a 17-year-old told investigators she first met Swaddle on Discord in November 2022 before their conversations moved to Snapchat. According to the victim’s account referenced by investigators, Swaddle obtained her name, address and school details and then used that information to threaten exposure unless she provided further images and videos.
How the NCA, local police, and platform providers are responding
The NCA described Swaddle’s offending as part of The Com, a sprawling cybercriminal network of minors and young adults who engage in violence, extortion, sextortion and other cybercrime. Danielle Pownall of the NCA emphasized that, while the number of people involved in Com groups is relatively small, the impact on victims is high and long-lasting. The NCA’s release notes two related developments: a Canadian man linked to the group pleaded guilty last week for the widespread compromise of more than 165 Snowflake customer environments, and, last month, a pair of young men tied to The Com were sentenced in the U.K. to 66 months in jail for committing a cyberattack on Transport for London in 2024. Those cases underscore the network’s mix of sexual abuse, extortion and large-scale cyber intrusions described by investigators.
Swaddle’s conviction and sentencing illustrate how investigators say The Com’s activities can span both interpersonal sexual abuse and more technical cyber offenses, and how national and cross-border law enforcement actions have begun to map and dismantle parts of that activity.
