OpenAI Unifies ChatGPT, Codex Usage Limits in Pro Subscriptions

"This will enable you to move from exploring an idea to having ChatGPT carry it through, all in one place," OpenAI explained.

OpenAI is testing a combined Chat and Work experience

OpenAI told users in an email — a message reviewed by BleepingComputer — that it will test a combined experience that merges Chat and Work tabs in the coming weeks. The company said the initial test will involve a small group of users and is intended to let people move from ordinary conversations to more complex tasks without switching modes. According to the message, users selected for the trial will be able to bring in files and plugins and ask ChatGPT to build a website, create a presentation, or do tasks on the web while reviewing and guiding the assistant's work.

Codex remains a separate desktop experience

OpenAI emphasized that Codex will continue to exist as a distinct experience in the ChatGPT desktop app, even as the company folds Work features into the main Chat interface for the test. That separation preserves an individual Codex workflow in the desktop client while making collaborative and production-style features available directly inside the Chat experience for selected testers.

ChatGPT and Codex will draw from a shared usage allowance

The email announced a significant change for Pro subscribers: ChatGPT and Codex will share a single usage allowance. OpenAI stated plainly, "Your use of ChatGPT and Codex will draw from the same allowance." The company also specified that not every conversation will consume that allowance — Unlimited Instant is included in the subscription and will not count toward the shared usage limit. OpenAI added that more advanced models and more complex tasks will consume larger portions of the allowance depending on the work involved.

Users will be able to inspect their combined remaining usage and reset times through Settings > Usage. If a subscriber exhausts their allowance, OpenAI outlined three options: wait for the allowance to reset, upgrade the subscription, or purchase credits for eligible features.

Pro 100, Pro 200 and Pro 500 allowances doubled on October 29

Separately from the combined-experience test, OpenAI has already increased allowances for several Pro subscription tiers. Effective October 29, the company doubled Work and Codex allowances for Pro 100, Pro 200 and Pro 500 subscriptions. That change is in place now and precedes the staged roll‑out of the combined Chat and Work interface.

What this means for end users, developers, and enterprises

  • End users: Individuals in the test cohort should expect to work in a single Chat environment that supports file attachments and plugins, with the ability to ask the assistant to execute multi-step tasks like building a website or assembling a presentation.
  • Developers using Codex: While Codex will still be available as its own desktop experience, developers will need to watch how their Codex usage counts against the shared Pro allowance once the new billing model is in effect.
  • Enterprises and power users: Organizations that rely on heavier, more complex model use will see those activities draw on the same pool as ChatGPT interactions; the doubled allowances for Pro 100/200/500 effective October 29 provide immediate relief for some subscribers while the company tests the integrated workflow.

OpenAI's incremental approach — doubling selected Pro allowances immediately and then testing a combined Chat-and-Work interface with a small user group — ties product consolidation to changes in how usage is measured. The company has given users a path to monitor consumption (Settings > Usage) and spelled out options when an allowance runs out, but the rollout leaves open how quickly the combined experience will expand beyond the initial testers and how fine‑grained consumption will be calculated for mixed, multi-step tasks.
